In the context of digital governance, Estonia is widely recognized for its advanced public services. However, building permitting remains one of its most complex and fragmented administrative processes. While the goal of building legislation is to ensure safety, functionality, and usability of the built environment, its interpretation and application vary significantly across municipalities. A 2024 study found that 37.3% of stakeholders in the Estonian construction sector identified simplifying building permitting as a priority. Although national regulations exist, applicants often cannot predict how they will be applied locally. This uncertainty has led to the widespread practice of informal pre-consultations, where applicants seek clarification from local officials to understand applicable requirements. These interactions are unstandardized, resource-intensive, and symptomatic of the broader lack of process transparency. Despite digital platforms, the permitting workflow remains document-based, reinforcing ambiguity and manual effort. There is growing recognition of the need to transition toward data-driven, structured workflows that enable consistency, automation, and transparency from the outset.
